If possible, a credit card should be obtained in the student's home country before leaving for the USA.  It may help to pay initial costs, including tuition, if nothing else.  It may be difficult, if not impossible, to obtain a US credit card after arrival — at least in the first semester of study. A good credit history will need to be established before you can obtain a credit card in the United States.
